To further study and implement Xi Jinping thought on socialism with Chinese characteristics for a new era and the spirit of the 19th National Congress of the Communist Party of China, and to earnestly implement the Outline of the 14th Five-Year Plan (2021-2025) for National Economic and Social Development and Vision 2035 and the Guideline on Strengthening Education on The Hard-Working Spirit among Students in Universities, Secondary and Primary Schools in The New Era issued by CPC central committee and the State Council, as well as Guideline on Promoting Study Tours of Primary and Middle School Students issued by 10 ministries including the Ministry of Education, and the spirit of the former National Tourism Administration’s documents like Service Specifications for Study Tours, we’ve established the Winter Olympics Study Practice Education Alliance. This alliance is based on domestic premium tourism resources, and model bases such as national primary and middle school study practice education bases and camps, and it is guided by the spirit of the success of Beijing Summer Olympic Games and Winter Olympic Games and of the post-game reusing of the stadiums. Its establishment is for promoting the building of Beijing-Zhangjiakou sports culture tourism belt, and the sustainable development of Zhangjiakou’s ice-snow industry and winter sports. It has integrated national humanities, history and natural resources to realize the all-year-round operation of the study courses. Guided by the local government, promoted by social organizations and groups, and participated by enterprises, we stick to the guiding philosophy of “policy guidance, functional complementation, coordinated development, and promoting integration” and the idea of “shared benefits, cooperation, joint forces, and integration”.

The Winter Olympics Study Practice Education Alliance will center on Winter Olympics study to develop well-themed Winter Olympics culture premium study courses and establish a Winter Olympics study coordination mechanism to share information related to Winter Olympics study practice education resources, courses, routes and activities, so as to provide students with a more multi-angled, course-like practice education with more positive energy.

I. Purpose of the Alliance

We, the alliance, abide by the Constitution, laws, regulations and national policies. We practice the core socialist values and obey social morals. We will enhance our integrity and self-discipline and implement our nation’s post-Winter-Olympics strategic plans. We will stick to the principles of educating youngsters through practice and safety first, and strength the leadership and interaction of our organization. The activity base that we’re building will feature local characteristics and will further explore the value of Winter Olympics culture in this era, so that we can do a good job in telling the “Winter Olympics stories”, strength our cultural confidence, jointly explore the construction of study practice education, so as to promote the all-around communication and cooperation of study practice education, to build a highly efficient interactive platform and to contribute to the healthy development of the study tour industry.

II. The Alliance’s Scope of Business

1. Conduct management of study tour organizations, study tour labor education practice, training of seminar communications, R&D of study products, activity planning, etc.;

2. Organize study tour activities, domestic and overseas study cultural exchange, recommendation, forums, etc.;

3. Organize study tour industry training, promote industrial management, regulate industrial order, enhance industrial self-discipline, and guide the society to form a good study atmosphere;

4. Discover and cultivate study talents, improve this industry’s professional level, and promote the development of Winter Olympics study tour practice, communication, regulation and innovation, etc.;

5. Protect the lawful rights and interests of our members, organize and guide the members to host and participate in various social and public benefit activities, and actively encourage the members to contribute to social and public welfare undertakings;

6. Host various activities and lectures; organize industry insiders to conduct mutual visits and mutual learning to improve the industry’s overall quality, and to promote the healthy development of the Winter Olympics study tour industry;

7. Accept other affairs entrusted by relevant departments of the government.
